Poplars Sports Ground News   March 09

The Sports Ground Committee has been conducting a review of the Finances of the Poplars Sports Ground in particular to increase the usage and the revenue to BJPC and therefore reduce its high levels of subsidy and has found three areas that require attention .

1. To ensure all resident clubs at the Poplars Ground  have formal costed Annual Agreements at close to market rates for the services and grounds the BJPC provides. This assists the clubs in planning their futures knowing they have a secure home and helps BJPC with its Audit commitments of accountability.

2. To establish the capacity of the Grounds throughout the seasons and where unfulfilled by current clubs to engage new clubs to fill any shortfalls on a permanent or ad hoc basis.

3. Restrictions on the original Planning Approval by GBC to allow the facilities only to be used by the Sports Clubs has meant a restriction on revenue particularly for the Pavilions for external Booking hire—parties, conferences etc.

June 09 Cost Control Starts To work at Poplars  Provisional figures show significant progress at the Poplars for  reducing costs and  increasing revenue ,thereby reducing excessive subsidy. Early indications show a £6k reduction  in projected costs for the year. During the first quarter there has been an improvement in revenue of  £2k. This is on target with overall first year improvement of around £10k whilst maintaining the same quality of pitch and service. Early days but positive signs.

Current Issues– Negotiating Team  24/3/09

The SPC has designated  Cllr  S Cluff , Cllr P Blandamer, Cllr Y Greenfield and Jackie Dawn, the Parish Clerk to review the Sports contracts and agreements with all our clubs over the next month to ensure all items are covered.

Positive discussions have already been conducted with Junior Football Club, Bowls Club and Archery—meetings with Senior Football and Cricket Clubs are scheduled to take place shortly. Draft agreements are due early May for ratification by the Clubs and the Full Parish Council.

Text Box: BJJFC Football Awards Burton Joyce Junior Football Club Annual Awards ceremony took place at Notts County Ground 18th May 2009. Hosted by BJFC chairman Paul Doherty , Andy Parkinson and Team Managers with special guest Ex England International  Des Walker who gave up his time to present and inspire the lads with these Awards.

Increases in revenue for the Poplars continue with an additional £1000 in revenue from just additional “ad hoc” games over the last 5 months to July 2009  (a lot of extra games and events at £30 per pitch). This excludes any other revenue streams or contracted football clubs. This forms one part of the increased capacity targets set by the BJPC with David List (Out Grounds and amenities Manager)

August 2009 .First feedback from STWA after 5 months indicate the possibility of relaxing the tight lease arrangements for the grounds enabling us to encourage people from a wider area of up to 4 mile to be allowed to  use the facilitates and hence rent out the Pavilions to a greater number of people. Early days but positive moves.

Aug 13th Burton Joyce Cricket Club contract negotiations continue. This is a more complex arrangement than our other clubs due to the integral part the BJCC played in moving to the Poplars ten years ago when the Ground was built and moving from their site at Stoke Bardolph and existing licence.  New negotiations need to take place to cover junior and other arrangements not previously written down. The discussions currently have  covered a wide variety of issues including wicket preparation, match fees, equipment ownership and maintenance. Suggestions of a way forward have been made and further meetings will be needed to bring this contract up to the levels required by a public body.

Oct 09 Poplars Income up 65% 2009/2010 period

As part of the BJPC plans to improve revenue and reduce subsidy to the BJPC residents for the Sports facility of the Poplars Ground. The BJPC improvements are now starting to come through . As part of an initial 2 year plan  involving increased capacity for the football usage and additional usage on the ground. We are now fielding 18 team this season up by 5.  Confirmed income based on signed contracts and current usage show a revenue up 65% from last year. This is particularly pleasing as only parts of the revenue increases are active. This excludes any Bowls, Cricket or Pavilions hire  changes still under negotiation which will occur in the next period and have yet to be finalised. Still along way to go but going forward.!!
